Zombie water pipe and the world of ‘frozen water’

In 2017, a city water utility, the Metropolitan Water District of St Louis, received a complaint that its water pipes froze after the winter of 2019-2020.
The pipes froze at the water utility’s facility in the town of Stuyvesant, and the water became so thick that it froze water in pipes outside.
The water was so thick and dense that it caused a pipe to be frozen, which caused water to overflow.
The pipe was put back on the water system, but the pipes were never able to be replaced.
In November 2018, the water utilities of StLouis, Missouri and St. Paul, Minnesota, filed a lawsuit against each other, alleging that they were in violation of federal laws by not providing free replacement of pipes that froze during winter.
The lawsuit was filed on behalf of the City of St- Louis, St.
Paul, and Minnesota.
